The Minister of Education and Higher Education, Rima Karami, issued Circular No. 41/M/2026, which specified the conditions and procedures for applying to the special session of the official examinations to obtain the general secondary certificate in its four branches with grades.
According to the circular, it is permissible to apply to this course for independent candidates, failed candidates whose grades are less than 9.5/20, in addition to successful candidates whose academic, university, or job status requires them to sit for exams, in specific cases that include: those who have obtained university admission outside Lebanon, those who have university admission inside Lebanon whose registration or scholarship requires presenting the certificate with grades, and outstanding candidates who wish to receive scholarships, provided that their average is not less than 16/20. And candidates whose jobs require presenting a high school diploma with grades.
The decision also includes successful candidates in the 2025 session who have a general average of less than 12/20.
The circular stressed the necessity of submitting the duly required documents, adopting a precise auditing mechanism for school grades through the General Directorate of Education, holding schools fully responsible for the accuracy of the data, and taking legal and administrative measures against any tampering or violations proven to have occurred, after verification and follow-up by the competent authorities.
